Eligibility
Expression Of Interest

The main objective of the programme is to encourage micro business development and job creation in rural areas. A micro business is defined as any private sector business including a farm, employing 10 or less people. The business must not be part of the community or statutory sector nor can LEADER+ assist retail or distributive services. The project must be genuinely additional and not cause displacement in the local area.

What criteria do projects need to demonstrate to be eligible for a grant?

To be deemed eligible under LEADER+ it is essential that applicants can fulfil the following criteria:

• The project must be based in Fermanagh (but not within Enniskillen)
• It must relate to FLAG’s central theme of ‘making best use of cultural and natural resources’
• The project must contribute to the objectives and performance targets of our business plan
• The benefits derived from the project must justify the expenditure
• The project has not commenced
• The project is genuinely additional and will not cause displacement
• The project cannot be funded from another EU source
• The applicant currently employs 10 or less people
• The project does not have a potential negative environmental impact
• The project is private sector based

You must show that there is a market for the proposed product or service and that your project will be capable of attaining economic viability. Projects must also demonstrate the sustainability or creation of new jobs

What is ineligible for funding?


• Community or statutory sectors
• Conventional retail / distributive services (restaurants, shops & garages etc.)
• Businesses in the town of Enniskillen
• Primary agricultural production or related activities e.g. purchase of livestock, milk recording, poultry or egg projects, including projects grant-aided under the Operational Programme for Agriculture, Rural Development and Forestry.

The above is not an exhaustive list and other limitations may apply within each sector. Please consult with FLAG's Business Development Officer or Manager if you have any concerns regarding the eligibility of your proposed project.

Innovation
is a key principle of the LEADER+ Programme. You must clearly demonstrate how your project is innovative, i.e. how the project is particularly new or creative. Creative approaches to project design might involve some of the following:

• The introduction of a new idea, method or invention
• New products or services distinctive to the local area
• New ways to develop local potential
• New ways of combining your area's human, natural or financial resources resulting in the better use of local potential
